Ralph Peter Monus, 45, of Largo, picked a woman up by the throat enough to lift her feet off the ground around 4 p.m. Aug. 13, according to arrest records.
The victim, who is not being identified because of the nature of the incident, struggled to get Monus' hands off of her neck and was strangled for several seconds, police said.
Monus then dropped the victim on the road and a third party intervened, according to investigators. Still, Monus tried to make additional attempts to chase the woman.
Police were able to watch much of the incident because it was recorded on a neighbor's surveillance system.
Monus was arrested and charged with battery, dating by strangulation. He was released on $10,000 bond.
