Police: Man Wearing Only a Shirt Chased Women Through Largo Parking Lot

A man was arrested on the charge of lewd and lascivious exhibition.

A man was accused of running around a Largo parking lot Wednesday, wearing only a red shirt and no pants, police report.

Larry Raynold McManning, 57, was arrested on the charge of lewd and lascivious exhibition.

According to the arrest affidavit, "the defendant was undressing and chasing women through the parking lot, which alerted the attention of several bystanders. A mother and her two small children were walking through the parking lot when the defendant was only wearing a red (shirt) and no pants."

Next McManning reportedly pulled up his shirt several times and allegedly grabbed his genitals in plain view of the children, according to the affidavit.

A witness gave police the license tag number and a description of the van the defendant was in, which helped police identify McManning, police report.

McManning was released from Pinellas County Jail on Dec. 13, on a bond of $10,000.

The location of the Largo parking lot was not released.

Ten thousand, doesn't that equate to a thousand and a bail bondsman? And he's out running the streets??? Who is THAT JUDGE?? Know any women or children?? What if he was running around in front of them?. Would the bail go UP then??? We need stricter laws and stricter law enforcement. Cut this guy's feet off and he won't be chasing anyone. Cut off his genitals and he won't have anything to grab in FRONT OF CHILDREN! Do you know what kind of an affect that has on a CHILD?? Obviously not. We need to RAISE THE BAR in our laws to at least come close to the offenders acts. CRUELTY LAWS - that should correspond to the body parts they are using. And STOP putting the cost of jailing these animals on the tax payer. And as a convicted felon, they shouldn't ever be allowed to take advantage of a gov't backed program. START BIG with new laws. We can always go down.
